Well, first it's Caesar.

Second, he never desolved the democracy because Rome didn't have a democracy. They had a Republican system, and Julius Caesar didn't desolve the Senate. He was merely named Dictator for life (a position normally held for six months at most).

It was Augustus Octavian who really set up the Emperors (or Princeps, as they were known then) and even then, it was a few hundred years before the Senate really dissolved.
