No, you can't. It's still disabled.
I guess he's not going to allow eggs to be created at all until he gets this situation fully straightened out.
You can occasionally find an egg or hatchling on the abandoned page, but you may as well just do something else until the site is fully operational again.

Finally, the site seems to be working pretty steadily. =]

The last two times I tried to gift an egg, the recipient didn't get it. I gave up on gifting eggs.
