Don't do it unless you have additional meaningful content to add (i.e. don't bump it for the sake of bumping it) and don't bump up topics that are more than three months old. This one keeps coming back long before the three months is up, though. It just goes through dead phases.
Topics die once they've served their purpose and most forumites have discussed it to death and lost interest.
Resurrecting dead topics (a.k.a. "necroposting") results in topic closure, and maybe a smack from a mod.
