Maybe it would be best if you just asked her what was wrong, why she doesn't respect you, it could be that she is just understrain and doesn't want to be bothered, or it could be something worse.

Correction..
She does have to listen to what I say because my dad ordered it.
Also she is on a military base as a civilian.
She can get me and everyone she is associated with in enough trouble to where we can get kicked out of the military.
Also she is 17 and still a child. While she is my responsibilty, yes she will learn to listen.
Therefore, sister or not, what I say goes and if she does not listen there will be serious consequences here and worse ones when she goes home.

I think sitting down with her and explaining the situation isn't going to work here though Joe. Your little sister is chafing under your authoirty and chances are she's doing this as much to get under your skin as have fun with these people. I don't know your sister, so I really don't know what to say about it, but I hope everything works out okay.
