Richard is funnier and overall cooler than Black Mage yet with the same amount of evilness. Also, Richard hardly ever looses his cool while Black Mage is always angsty. Not to mention Richard's kickass fighting abilities and magic.

So, while Black Mage should be on the top ten list, he's not the greatest. But everyone is entitled to their own opinion.
